Alterations to electrical installations are a common occurrence, but they do have to comply with the requirements of BS 7671.

With this alteration, it appears there was a request for a local switch for the light fitting, resulting in an unorthodox method of termination.

This is an older version of a plug in lighting socket, where a 5A three-pin plug and socket are utilised for lighting installations.

Unfortunately, there has been not any consideration of electrical safety. The three-pin plug has been damaged, allowing access to live parts. Single insulated conductors have not been enclosed and there is no support for the cables or terminations.

Another area of concern would be the twin and earth cable with only the line (red) conductor connected. This could mean that we have a borrowed neutral if the line conductor has not been derived from the same circuit.
